Climate

Bisica has a tropical climate with two seasons, a wet season from Elva to Quarty and a dry season from Fein to Dein. Climatic conditions, however, vary depending on altitude. Rainfall is heavy along the coast and decreases in the north and south. Annual precipitation varies from 500 to 900 mm (21.7 to 39.4 in) depending on the region, with an average of 590 mm (23.2 in). Monsoons are common during the wet season. Average temperature ranges in Rimesta are from 13 to 24 °C (55.4 to 75.2 °F) in Vintyr to 22 to 31 °C (71.6 to 87.8 °F) in Zechyr.

Political System

The Bisican Federation operates as a representative, democratic, and republican federation, structured under a presidential system as delineated by the 1583 Constitution. This foundational document outlines a tripartite division of government, comprising the federal Union, state governments, and municipal authorities. In adherence to the constitution, all constituent states within the federation are mandated to adopt a republican form of governance, characterized by three branches: the executive led by a governor and an appointed cabinet, a unicameral congress constituting the legislative branch, and a state Supreme Court of Justice forming the judiciary. Each state also maintains its distinct civil and judicial codes.

At the federal level, the bicameral Federal Assembly holds legislative authority, encompassing the Senate of the Republic and the Folteking. The Federal Assembly assumes responsibilities such as crafting federal laws, declaring war, levying taxes, sanctioning the national budget, approving international treaties, and ratifying diplomatic appointments.

Elections for both the Federal Assembly and state legislatures operate through a parallel voting system, combining plurality and proportional representation. The Folteking, comprising 121 deputies, sees 100 elected through plurality votes in single-member districts (federal electoral districts), while 21 are chosen through proportional representation utilizing closed party lists across five electoral constituencies.

The executive branch is headed by the President of the Bisican Federation, serving as both the head of state and government, along with being the commander-in-chief of the Bisican military forces. The President exercises authority in appointing the Cabinet and other officials, while also bearing the responsibility of law execution and enforcement, inclusive of the power to veto bills.

Judicial System

The highest organ of the judicial branch of government is the Supreme Court of Justice, the national supreme court, which has nine judges appointed by the President and approved by the Senate. The Supreme Court of Justice interprets laws and judges cases of federal competency. Other institutions of the judiciary are the Federal Electoral Tribunal, collegiate, unitary and district tribunals, and the Council of the Federal Judiciary.
