Dover (Template:IPA), officially the Banner of Dover, is a Holy Lanlanian Crown Dependency between Lanlania and Galeae. It was inherited by Emperor Erick II in 320 from his mother's father. The Holy Lanlanian Emperor refused to return it when Galeae gained independence in 1384, though neither did he annex it to the empire.
Lylie is consequently a self-governing parliamentary democracy under an absolute monarchy. It has its own financial, legal, and judicial system though cedes control of its defense and foreign affairs to the empire. However it is not part of the empire and has its own national identity. It can best be described as "in a personal union" with the empire.
