Politics

The Politics of Biyra are a complex and intricate system, formed over millennium of strife and change.

Government

Biyra's Governmental structure is complex and in some cases vague. The basis for the Government is two-fold, based on the Lords and the People. The Lords are the hereditary, formerly feudal, lords that ruled over the country before populist ideology forced them to give up some of their power to the People. The two halves of the Sejm are the Senat which is populated by the Lords, and the Publiczność which is populated by democratically elected MPs.

The Lords formerly ruled parts of the Kingdom, dependent on the importance of their position However, when populist demands threatened civil war in 1408, the Lords were forced to create the Lower House of the Sejm. The Lords lost their personal power over subjects of the King and were forced to lose their territory. Asides from the few losses of power, the Lords still retain many of their powers and are still noticeably the more dominant of the two sides. The Lords are in charge of proposing laws for either the approval of the Publiczność or the King, approving Laws from the Publiczność, approving treaties, impeaching Royal officials, approving Royal Cabinet positions (except for the Premier which is elected by the Publiczność from the Lords), and creating the Royal budget for each calendar year.

The People are represented in the lower house of the Sejm by 230 MPs, 2 elected from each of the 115 different Constituencies. The lower house of the Sejm, called Publiczność, primarily proposes laws and approves laws passed down from the Lords, though Laws with the King's stamp of approval from either Chamber are automatically passed into law providing they were approved by the Chamber from which it was proposed. The Chamber also approves all Royal position appointments (including Military officers) aside from the non-Premier Royal Cabinet which is approved by the Lords while the Publiczność elects the Premier from the Lords.
