The 459 Edict of Donburh was a royal edict passed by King Eadgar II of Arrenland that had some significant impacts on the kingdom's political and feudal system. The primary effect of the edict was the expansion of the Witenagemot. Up until this point, the Witenagemot had been manned by a few ealdormen, thanes, and priests. Most of these serving witan were from the old Kingdom of Hylland, however Eadgar II expanded the Witenagemot to include all ealdermen from all scirs in the kingdom. The Witenagemot's primary role remained one of advice and counsel to the king, however over the years it would evolve into a parliament.
